authPrompt: Don't reset preemptiveAnswer when VERIFICATION_IN_PROGRESS

PreemptiveAnswer wasn't being used in the case where verification is in
progress and the smartcard is inserted, triggering a reset.

This change ensures a preemptive answer will be used once smartcard
service asks for the PIN.
